The agreement that a Russian must always be in charge of the World Army was obviously in force until most recently. That agreement has, at least for now, been restructured so that control of the World Army is now on a rotating basis amongst the five permanent members of the Security Council. The five permanent members of the United Nations are Russian, United States, France, China and the United Kingdom.
