TESTIMONY IN OPPOSITION TO
BASE REALIGNMENT AND CLOSING ACTIVITIES

These are the facts: The Constitution of the United States of America in its Preamble, and in its Article I Section 8 requires the existence of a national common defense, and in Article IV Section 4, it guarantees us a republican form of government. The purpose of this testimony is to document the fact that our nation is being denied these rights by virtue of the series of realignments and closings of our military bases.
This testimony with attachments herein has been circulated throughout the nation, for the purpose of placing a demand upon your Committee to recommend to the President and Congress a termination of all base closures. Further, we seek your co-operation to establish an honest and open public investigation, undertaken by the private sector, with the requirement that media assistance for accurate and thorough reporting by all forms of newscasting be forthcoming to investigate the motives of those promoting realignment and closing of our bases.
On behalf of millions of my fellow citizens, I take this opportunity to enter this opposition to the activities and purpose behind the Base Realignment And Closing. You will find a flyer attached immediately under this letter entitled “Here’s What’s Behind the Base Closings”. The facts laid out in this flyer are validated by the government’s own publication known as “The Blueprint for the Peace Race”, which explains the reasons behind the conduct of the current administration as it seeks still more bases to be closed or realigned. Pages 19 – 20 from “The Blueprint for the Peace Race” have been reproduced as a sample of intolerable pursuits within our government administration. It documents an unworthy purpose, controlled by an international organization!
The procedure for closing our bases, upon which the BRAC Commission is embarking, is beholden to Public Law 87-297, the general and complete disarmament law. This law was championed by Prescott Bush (grandfather of our current president), and signed by John F. Kennedy in 1961. It is known as the “Arms Control and Disarmament Act”. George Herbert Walker Bush (father of our current president) signed an amendment to this law, known as Public Law 101-216 in 1989, and it repeated the definition found in Public Law 87-297:
DEFINITIONS: Sec. 3 As used in this Act – (a) The terms ‘arms control’ and ‘disarmament’ mean the identification, verification, inspection, limitation, control, reduction, or elimination, of armed forces and armaments of all kinds under international agreement including the necessary steps taken under such an agreement to establish an effective system of international control, or to create and strengthen international organizations for the maintenance of peace.
Our current President George W. Bush often assures his audiences that he is leading the United States into “Peace” and “Freedom”; and by his own admission is “transforming our military”, which is in conformity with various facets of “The Blueprint for the Peace Race”.
These laws have never been rescinded! To the contrary, since inception, every two years Congress appropriates funds for the enhancement of these complete disarmament laws. These laws are explained in the policy book (known as State Department Publication 7277) and is entitled: “Freedom from War: The United States Program for General and Complete Disarmament in a Peaceful World”.
The existence of the Homeland Security Agency, which President George W. Bush has instituted, should not be taken lightly, because it coincides with the requirement in Publication 7277 (Page 3), which calls for a force “to preserve internal order” which will take over when this nation no longer has a national military at its disposal. Homeland Security has met the time schedule for such a force to appear. Page 3 of Pub. 7277 reads:
The disbanding of all national armed forces and the prohibition of their reestablishment in any form whatsoever other than those required to preserve internal order and for contributions to a United Nations Peace Force;
Also, in accord with the scheduling, the services of the Base Realignment And Closing Commission can be used to contribute to the goal of “transforming” our military bases under the authority of the International Disarmament Organization (IDO). The IDO is known to be within the framework of the United Nations. The reductions in our military facilities are a benefit to the stated objectives that the United Nations intends to achieve. The realignments will facilitate operations that support the U.N. Peacekeeping Forces while in our territory, which are scheduled, as so stated, for settling international disputes, terrorism, or any other threat or use of force of any type contrary to the purposes and principles of the United Nations Charter! The end result is a massive reduction in our own authority, our independence, rights and liberties for the benefit of a global government! The long sought after goal to build a global government, and the capability to do so, have met up and have been joined!
Since it is not possible at this late date for me to supply you with a copy of State Department Publication 7277) entitled: “Freedom from War: The United States Program for General and Complete Disarmament in a Peaceful World” nor “The Blueprint for the Peace Race”, I am attaching seven single summary sheets to this testimony relating to same. Nevertheless, I will send these two booklets to you upon your request.
I suggest that you may be able to obtain a copy of each of these two booklets from Secretary of State Condolezza Rice under whose authority the Arms Control and Disarmament Agency has fairly recently been transferred. If not feasible, you can locate a copy of each on the Internet.
Needless to say, no nation ever did, nor ever can, retain its liberty and independence whenever it gives up its national armed forces to an international organization, which is outside of its authority or best interest.
Nothing will preserve the Constitution of the United States of America except downright force under national control, and whenever a nation gives up control of its national armed forces, its republican form, and its future is inevitably and swiftly ruined!
I feel sure that if all the people of this nation were apprised as to what is happening to them, there would never be any “consent of the governed” to continue with the closing and realigning of our military bases.
